Texas law states, "as a condition of operating in this state a motor vehicle ... the operator of the vehicle on request shall provide to a peace officer ... evidence of financial responsibility by exhibiting ... a motor vehicle liability insurance policy covering the vehicle ... or a photocopy of the policy;" (TTC §601.053) - which means you must have a valid automobile liability insurance policy covering YOU driving the VEHICLE to legally operate a motor vehicle anywhere in Texas.
If you’re convicted of operating a vehicle in Texas without a valid insurance policy naming YOU as the driver and covering the VEHICLE you were in at the time of the ticket – meaning the ticket or citation is reported to Texas DPS and is “On Your Record” – your License to Drive may actually be SUSPENDED and you could be forced to pay State-mandated SURCHARGE PENALTIES and LICENSE REINSTATEMENT FEES. These fees are in addition to any costs and fines you're forced to pay the court for the conviction. Fines for driving without valid insurance range from $350 to $1,000 plus court costs - ouch!
A citation (for No Insurance or any other alleged traffic violation) is actually a formal summons for you to appear at court and answer the allegation against you. If you fail to appear by the date listed on the citation, you can be issued a new ticket and warrants for your immediate arrest will likely issue.
